Communications Captain

The Communications Captain is responsible for the daily supervision, coordination, and performance oversight of the Communications Center. This position ensures that all emergency and non-emergency calls are answered and dispatched in accordance with established protocols, and that personnel operate efficiently and professionally. The Communications Captain leads a team of Communications Lieutenants and System Status Controllers, providing leadership and quality assurance within the center while supporting the Richmond Ambulance Authority’s operational objectives and service commitments. The Communications Captain works closely with the EMS Operations Director on policy decisions and makes recommendations as necessary on behalf of the communications center to ensure high-quality EMS care is delivered to the public.

Logistics Service Technician (LST)

The Logistics Support Technician is a full-time member of the logistics team responsible for ensuring ambulance and equipment readiness, cleanliness, inventory support, and vehicle movement under the supervision of the Logistics Lieutenant. This position plays a critical role in supporting field operations through systematic decontamination, restocking, and deployment of response vehicles. Technicians are expected to follow all agency safety, infection control, and inventory protocols while maintaining a professional and mission-oriented approach.

The LST also provides support during special events, surge responses, and agency activations. Technicians may interface with Fleet Services or Communications for vehicle staging, logistical coordination, or operational support. The position may also serve as a pathway for advancement within RAA’s logistics or EMS operations tracks.

EMS Operations Director

The EMS Operations Director is the senior operational leader responsible for ensuring the effective and efficient delivery of emergency medical services at the Richmond Ambulance Authority. This position provides executive oversight of all frontline operational functions, including Field Operations, the Communications Center, and Emergency Management. It reports to the Deputy Chief Operating Officer and ensures consistent service delivery, clinical performance, system reliability, regulatory compliance, and alignment with agency standards and strategic priorities. This position also acts as a conduit between tactical operations and executive leadership, ensuring operational output directly supports organizational performance, safety, and mission readiness.

Systems Status Controller

The System Status Controller (SSC) is responsible for real-time monitoring, coordination, and support of emergency medical service (EMS) communications. Under the direction of the Communications Lieutenant, the SSC facilitates effective and timely call triage, unit deployment, status tracking, and coordination with public safety agencies to ensure optimal EMS system performance. The role requires high-level multitasking, attention to detail, and strict adherence to Emergency Medical Dispatch (EMD) protocols based on International Academies of Emergency Dispatch (IAED) standards. This position functions as an integral part of the Communications team and collaborates with other personnel to ensure uninterrupted operational coverage. It may also serve as a training preceptor for new communications staff upon meeting internal qualification standards.

AEMT - EMT-Advanced

The Emergency Medical Technician – Advanced is an integral member of RAA’s Field Operations, delivering expert basic and advanced life support across both 9-1-1 and scheduled transport missions. Reporting to the Field Operations Lieutenant, the AEMT ensures vehicle and equipment readiness through EVOC-certified operations and rigorous inspections. Operating under Virginia AEMT scope and RAA protocols, the AEMT performs comprehensive patient assessment, protocol-driven interventions, and safe stretcher and powered-lift techniques. The AEMT functions seamlessly within the Incident Command System during large-scale incidents. Committed to continuous quality improvement. The AEMT maintains accurate and timely documentation of patient care and CAD updates, participates in data-driven peer reviews, and upholds HIPAA, OSHA, and agency safety standards while consistently demonstrating exemplary professional conduct, including proper uniform appearance, patient confidentiality, and culturally competent, unbiased care on every call.

EMT-Basic

Logistics Lieutenant

he Logistics Lieutenant serves as a first-line supervisor responsible for ensuring the operational readiness of Richmond Ambulance Authority’s logistics systems, including equipment, supplies, and medical devices. Working under the direction of the Logistics Captain, the Lieutenant oversees day-to-day support operations, facilitates internal communication, supervises logistics personnel, and ensures the continuous availability of critical supplies and equipment. This role directly impacts clinical effectiveness and field operations by maintaining operational support structures that are dependable, responsive, and mission-ready.

The Lieutenant also acts as the department’s subject matter expert for essential medical devices and may be assigned to coordinate specific programs, including the agency pharmacy or supply management systems. In the absence of the Logistics Captain, the Lieutenant may be designated as Acting Captain to maintain continuity of operations.

QA/QI Manager - Field

The incumbent is responsible for assisting in the development and advancement of the quality of practice through the provision of patient care, consultation, collaboration, education and research. This position requires the personal skills to be an effective leader and the ability to inspire individuals by communicating needed changes, motivating individuals to become active participating members of a team and encouraging self-development through a leadership example approach. The incumbent will work collaboratively with the Total Quality Improvement Director, Chief Clinical Officer, Medical Director and Command Staff to ensure that the educational and clinical goals of the organization are achieved.

Reimbursement Collection Specialist

Under the direction of the Director of Reimbursement, the Reimbursement Collections Specialist will administer internal collection processes in regard to accounts receivables and patient accounts.

EMS Placement Program

The Richmond Ambulance Authority (RAA) created the EMS Placement Program to help highly motivated candidates find a career path in Emergency Medical Services. This unique opportunity offers carefully selected students the chance to work for RAA as they’re trained to become Emergency Medical Technicians (EMT) in the field. Selected candidates will be hired with the opportunity to be cross trained as a Logistics Service Technician (LST) in RAA’s Logistics Department or System Status Controller (SSC) in RAA’s Communications Department. Employees in the program will have their EMT-B certifications paid for by RAA and will be expected to complete a minimum of 16 hours of course material per week. Employees who successfully complete the EMS Placement Program will be offered full time employment with RAA. New Employee Information

The Richmond Ambulance Authority offers extensive training that specifically prepares our Paramedics, EMTs, and Logistics staff to work in the City of Richmond. Each employee will go through New Employee Orientation (NEO) filled with classroom exercises and our award winning Emergency Vehicle Operators Course – (EVOC). New employees will also get Continuing Education credits. Our experienced and highly qualified trainers will make sure you are prepared before you go out into the field for preception. We are dedicated to making sure you have all the skills and knowledge necessary to protect yourself, patients and the public. Are you a Paramedic or EMT in another state interested in working at RAA?

The Virginia Office of Emergency Medical Services will accept and consider applications from providers with current EMS certifications from ANY state or U.S. territory for certification in Virginia at the EMT level only through Legal Recognition. For more information and to download a Legal Recognition application package visit the Virginia Department of Health.

The Office of Emergency Medical Services recognizes all current National Registry certifications for reciprocity. Anyone who is coming into Virginia’s EMS system with a current National Registry certification will be required to complete an Application for Reciprocity and mail copies of EMS credentials to the Division of Educational Development of the Office of EMS.
